Personal Accounts have great potential but can make things worse if rushed into implementation
Good intentions do not necessarily lead to good effects and currently we are right to ask if they are they going to pave the road to hell through Personal Accounts.
There is nothing wrong with the government trying to raise the living standards of future pensioners while easing pressure on future welfare costs.
Offering workplace pensions to millions who would otherwise rely on paltry state provision is to be applauded, and the pensions industry is not complaining that the government is adopting the same defined contribution model we are recommending to employers.

College Students, Families Urged to Understand Insurance Options as Number of Renters Surge

HARTFORD, Conn. — Increased spending on items taken to college and a national rise in the
number of renters has prompted insurance experts from Travelers (NYSE: TRV)
to relay the importance of understanding renters insurance.
The National Retail Federation said college students and their families
will spend an average of $618.12 on back to school merchandise this
year, a 3 percent increase from last year. If those students are taking
their personal items to an off campus apartment, itâs best to check with
an independent insurance agent to consider the need for renters
insurance.
In addition to college students moving to apartments with expensive
high-tech gadgets, the U.S. Census Bureau recently reported that the
number of renter-occupied housing units nationally increased from an
estimated 35,678,000 in the first quarter of 2008 to an estimated
36,426,000 in the first quarter of 2009. This is an increase of nearly
750,000 renters.
âAnyone renting property needs to understand that the investment theyâve
made in their personal items will not be protected without the proper
insurance policy,â said Elaine Baisden, Vice President of National
Property for Travelers. âBetween laptops, iPods and other electronics,
itâs a big financial investment, so itâs important to be able to replace
them in the event that they are damaged or stolen.â
Renters need to protect items that they have purchased including things
like furniture, clothing and appliances since they are generally not
covered by the landlordâs insurance. Renters insurance provides
financial protection for personal possessions in the event of theft,
fire, and plumbing losses. It also provides liability
protection and other valuable coverage for the renter.
âIf you owned a home, you wouldnât go without a homeowners policy, so
just because youâre renting doesnât mean you should forego insurance. A
renters policy offers peace of mind at a relatively nominal cost,â said

WASHINGTON — A beat-the-deadline rush to file permits for apartment construction in New York City lifted housing starts to unexpectedly high levels in June, but it was no cause for rejoicing: Construction of single-family homes nationwide fell to the slowest pace in 17 years.
Builders started work on single-family homes at an annual rate of 647,000 units last month, a drop of 5.3 percent from the previous month, the Commerce Department reported Thursday. It marked the slowest pace for single-family activity since January 1991, another period when housing was going through a severe downturn.
That decline in single-family construction was in contrast to a 42.5 percent surge in apartment building, an increase that was attributed to a change in New York City building codes that triggered a rush by builders to take out applications before new regulations took effect on July 1.
In the way the government presents the housing statistics, a big increase in one area can greatly influence the overall figure, because the change for one month is multiplied by 12 to get an annual figure.
With the big surge in apartments in New York, total construction rose by 9.1 percent to a seasonally adjusted annual rate of 1.066 million units, still 26.8 percent below the level of a year ago. Economists said they expect that figure to resume a downward slide in coming months, given all the problems facing housing at the moment.
The housing industry, which has been in a slump for more than two years, is struggling to cope with record levels of unsold new and existing homes. That glut is being expanded by swelling levels of foreclosures, which are dumping even more houses on the market.
Buyers are reluctant to purchase a home with home prices still falling sharply, and even those buyers who are ready to commit are having trouble qualifying for a loan as lenders tighten standards in response to soaring general contractors santa monica mortgage delinquencies.
Banks and other financial institutions are struggling to cope with billions of dollars of losses on bad mortgages. The Bush administration and the Federal Reserve announced on Sunday that they were putting together a support program for Fannie Mae and Freddie Mac to try to stave off serious troubles for the two mortgage giants, which hold or guarantee more than $5 trillion of the nation’s mortgages, almost half of the total.
Treasury Secretary Henry Paulson is lobbying Congress for quick approval of the plan that would temporarily empower the government to extend unlimited lines of credit to Fannie and Freddie and to buy their stock if needed to bolster their reserves against losses. The companies’ shares have plummeted because of fears about their financial stability.
All the housing and financial market turmoil has raised fears that the country could be pushed into a recession, a development that would prolong the already severe housing correction.
A drop in energy prices over the past three days has raised hope that those fears may be overblown. Oil prices dropped below $130 a barrel for the first time in more than a month Thursday, and natural gas futures tumbled more than 8 percent.
On Wall Street, stocks shot higher as fuel prices fell. The Dow Jones industrial average jumped by 207.38 points following a 276- point gain on Wednesday. The two days of big gains lifted the Dow by 4.4 percent, giving the blue chip index its best two-day percentage gain since October 2002.
Over the past few months, Wall Street has rallied before only to fall again as concerns about the economy have returned.
The report on housing construction showed that applications for building permits, considered a good sign of future activity, rose by 11.6 percent to a seasonally adjusted annual rate of 1.091 million units. This increase was also skewed by a big rise in applications in New York, however.
Housing construction soared by 102.6 percent in the Northeast, reflecting the New York City surge, but fell by 12.8 percent in the Midwest, 9.4 percent in the West and 1.4 percent in the South.

PRODUCTION of homes in California continued a downward trend in October as homebuilders took steps to reduce inventory before year’s end, the California Building Industry Association reported Wednesday.
The number of housing starts dropped 28 percent in October when compared to a year ago, according to housing permit data supplied by the Construction Industry Research Board.
Production of single-family homes fell 41 percent while construction of multifamily units decreased 10 percent when compared to October of 2006.
In October, permits were pulled for just 3,719 single-family homes statewide, down 41 percent from October 2006. However, they were up 5 percent from the previous month, while multifamily housing starts — condos and apartments — totaled 4,007, decreasing 10 percent from October 2006 while showing a 41 percent increase from the previous month.
During the first 10 months of the year, production began on 99,088 homes and apartments in the state, down 31 percent from the sameperiod last year. Single-family housing permits for the year are down 36 percent, while multifamily starts are down 20 percent for the year.
CBIA Chief Economist Alan Nevin said home builders’ attempts to sell off existing inventory before the end of the year as a major factor in the decline of single-family homes, where the credit crisis has made it difficult for even those with good credit to purchase a home.
However, Nevin predicted a busy next few weeks for builders, with buyers finally lured by financial incentives and upgrades signing papers.
“The smart shoppers will be out this week, grabbing the great deals,” he said.
The Concord-based Hofmann Co., a privately-owned company, said buyers are now seeing the deals they can have with a builder.
